This bill will injure consumers and helpforeigners to compete with American consumer electronics and computermanufacturers. Worst of all, by taxing digital audio media that areused for computer data storage, this bill will discourage Americansfrom efficiently using information technology.1) not "promote the progress of the arts," the constitutionaljustification for expanding copyright. In fact, struggling artistswill have to pay more for media and digital audio recorders, thushindering them in their ability to compete with estabished stars.Will Michael Jackson produce better music if the AHRA increases hisincome by 1%? Or will we be deprived of a future Michael Jacksonbecause an unknown artist could not afford a "professional" digitalrecorder?2) artificially restrain the American computer industry, which, in theabsence of legislation, would use the same blank media as digitalaudio recorders. Philips response is thatbecause DCC is digital it is perfect (ha ha ha!) SCMS was needed. Whatworries me about the whole business of PASC or whatever is the ability forthe algorithm to encode and decode then recode as 4bit to 16bit to 4bitetc. The Philips bod said that he didn't see this as being a problem butthen I think he has too much faith in the perfection of digital and no ideaabout precisely what PASC is doing to achieve the compression. MINI DISC PLAYERS : A review of the Philips DCC 900 states that the analogue sound is about onaverage for a 100 Pounds (UK) cassette deck and as such I would be loathedto abandon the deck I already have, not to mention the fact that the soundquality of analogue tapes in my car is very good and I don't really careto tape things for posterity anyway. As the review states, it is a pitythe DCC deck can't record analogue sound on analogue cassettes. Also,since the DCC tapes are nothing special, just ordinary chrome tapes in afancy box, I wonder how long it will be before someone circumvents the 5 to7 Pound pricetag of blank DCC tapes by using ordinary analogue chrome tapesif you are willing to accept the lack of the fancy sliding cover just ashas been done with SVHS and Hi8 video?As for MD, well, given Sony as a company I wouldn't like to say whether itwill survive but had the tables been turned and Philips had MD and Sony DCCI have no doubt that MD would have been stillborn. He has based his opinions on wide-scale tests.
